Voting Privileges Frequently Asked Questions

Q. What do I have to do to vote at the Annual Business Meeting (ABM) and Final Action Hearings?
A. You need to have correct information in your membership record. You are strongly urged to check your membership record now, or at least ten (10) calendar days before the start of the hearings, to make sure the info is correct. No changes to membership records will be made after the ten-day deadline. While you can attend the hearings without checking your record, and register on site to obtain your voting credentials, if there are errors in the record, you will not be able to vote.

Q. If I am a current member, do I need to check my membership record?
A. All voting members are strongly encouraged to view their membership record for accuracy well in advance of any public hearing so that any necessary changes can be made before the 10-day deadline in CP-28. If you want to make sure you can vote at the upcoming Annual Business meeting and Final Action Hearings, it is to your advantage to check your membership record information. If there is wrong information in the record, you will not be able to vote.

Q. Who should check their membership records to make sure they can vote at the ABM and Final Action Hearings?
A.
Everyone who expects to vote at Final Action Hearings is advised to verify their membership information. The department head might want to do this for all eligible voters in the member jurisdiction, or might delegate the duty to someone else in the department who is authorized to make sure the record is accurate.

Q. When should I review my membership data to make sure I can vote on code change proposals at the ABM and Final Action Hearings?
A.
You can check your membership record right now.

Q. What if the information in my record is accurate?
A.
If the information is accurate, you do not need to do anything else except pre-register for the ABM and Final Action Hearings. By pre-registering, your voting credentials will be waiting for you when you arrive at the meeting.

Q. What if the information in my record is NOT accurate?
A.
If the information is not accurate, click on "click here for a voter change form." Print the form. Update and correct the information. Make sure the Governmental Member's Primary Representative is listed, or the new Governmental Member's Primary Representative (generally the agency head), signs the form. All information is subject to verification. The form, or a letter from the Primary Representative, must be faxed, mailed or as an attachment to arrive at ICC no later than ten (10) days before the start of the meeting.

Q. What if I don't check my jurisdiction's record and a mistake is found when I get to the meeting?
A.
You will not have voting privileges at the ABM or the Final Action Hearings.

Q. What if I do check my jurisdiction's record, and no mistakes are found, do I have to do anything else before I go to the meeting?
A.
Even if your record is correct, you are urged to pre-register for the meeting. That will save you time because your voting credentials will be prepared and readily available when you arrive. You should register with the membership number of the jurisdiction that has designated you as a voter to get your voting credentials. You can check in at the registration desk without pre-registering, but will have to wait while your voting credentials are prepared.

Q. Who is eligible to vote on Annual Business Meeting activities and final action code changes?
A.
Governmental Member Voting Representatives and Honorary Members.

Q. Who is a Governmental Member Voting Representative?
A.
Governmental Members Voting Representatives vote on behalf of an ICC Governmental Member. A Governmental Member is a Government/Municipality, including an agency, department or unit engaged in the administration, formulation or enforcement of laws, regulations or ordinances relating to public health, safety and welfare. A Governmental Member may designate 4 to 12 voting representatives, based on population, who are employees or officials of that governmental member and are actively engaged full or part-time in the administration, formulation or enforcement of laws, regulations or ordinances relating to public health, safety and welfare. These definitions are found in Section 2.1 of the ICC bylaws.

Q. Can I change my membership status so I can vote on final code changes?
A.
If you are eligible for the membership categories that have final action voting privileges and want to change your membership designation, contact ICC Member Services at 1-888-ICC-SAFE (422-7233) ext. 33804. International callers can dial (708) 799-2300, ext. 33804.
