To keep pace with the evolving needs of our members, beginning January 1, 2009, we will launch the first significant changes to our membership structure since the Code Council’s formation in 2003. The goal of the changes is to simplify some of the member categories and make the individual categories more equitable to the group categories.
Member Categories Simplified
We have decreased the current number of ICC member categories. Your member status will fall into one of the following three membership categories:
Individual member (the following fall under this category: Associate, Building Safety Professional, Certified, Student, and Retired). Click here for details.

The Federal Agency/Federal Rep distinctions will be discontinued. These members will be covered under the higher level of the Governmental Member category. Click here for details.
The Corporate Member category annual dues will increase from $300 to $350. Click here for details.
Educational Institutes and Public Benefit Non-Profit Associations will be covered under a discounted Corporate membership of $175. Click here for details.
Cooperating and Professional Member categories will be combined into one Building Safety Professional category. The new Building Safety Professional category annual dues will decrease from $150 to $100. Click here for details.

CP# 13 Member Categories
This policy explains the prices and benefits of the voting categories. The policy also establishes and regulates the non-voting categories of membership in ICC. Members in these non-voting categories retain their right to vote on floor motions during the Code Development process, per CP 28.

Voting member categories: Voting rights are regulated by the ICC bylaws and are not addressed by this policy. This policy only addresses prices and benefits for these categories. It should be noted, however, that Governmental Members include local, county, state and federal agencies, departments or units meeting the description in section 2.1.1 of the bylaws.

Governmental Members: Governmental member prices and benefits are described in the table below.

Voting Member Representatives: For the purposes of reporting an accurate total of people involved in Council membership activities, Voting Member Representatives not already counted as the Governmental Member Primary Contact will be counted as members.

Honorary members are selected by the membership. Honorary Members will not be charged membership dues. The benefits are described in the table below.

Non-voting membership categories: ICC shall have the following categories of non-voting members. Pricing and benefits are described in the table below.

Corporate Member - An organization such as an association, society, testing laboratory, institute, company, manufacturer or corporation, interested in the purposes and objectives of the Council. Any government organization not meeting the criteria of a Governmental Member as described in Section 2.1.1 of the ICC bylaws may also join as a Corporate Member.

Individual Member - An individual in one of the following categories:

Associate – An employee of a Governmental Member who may or may not be a Governmental Member Voting Representative. (See Section 2.1.1.1 of the ICC Bylaws.)
2.2.2
Building Safety Professional- An individual who is interested in the purposes and objectives of the Council.
2.2.3
Student Member - Any individual enrolled in classes or a course of study equivalent to at least 12 credit hours of classroom instruction per week.
2.2.4
Retired Member - Any former representative of a governmental member or a corporate member or a former individual member who is retired.
2.2.5
Certified Member - Any individual who is the holder of a current certification from the International Code Council.

Chapter Member – A member of a state or regional chapter who has participated in a state or regional bulk purchase of memberships.

Addendum #1
Proposal: State Chapter/ICC Joint Membership
Background: ICC has struggled since its inception to find a way to engage chapter members in ICC activities. For many, chapter membership is their primary professional relationship. For some, it is their only link to ICC, since they do not even belong to the parent organization.
Purpose: The purpose of this proposal is to work with the state or regional chapters to increase membership in the Code Council and add value to their own member benefits.
Procedure: State/regional chapters would be offered the opportunity to bulk purchase individual ICC memberships on behalf of its chapter members. This special “chapter” membership would be offered at $25 each. After purchasing the memberships, the chapter may then offer these memberships as an added value benefit to their own membership dues. If the chapter chooses to request more than $25 for this combined membership, the chapter keeps the excess.
Example: BOAF purchases 50 chapter memberships from ICC at $25 each. BOAF then offers a special combined BOAF/ICC membership for $40. BOAF would keep $15 of each membership sold.
Each member would receive his/her own ICC membership account number. The member would get the same member benefits as any existing ICC associate member, but would not receive a free code book upon joining. (See #7 below.)
ICC could offer some other incentive such as an ICC pen, t-shirt, cap, etc. if deemed appropriate.
Restrictions:
Chapters must purchase a minimum of 30 memberships or an equivalent of 20% of the total chapter roster, whichever is less.
The purchase must be made at one time. If the chapter wishes to purchase memberships at once and provide names later as the membership are sold, that would be acceptable. The purchase, however, must be made on one bill.
The chapter must provide the name and contact information for each member. The names should be clearly marked as being one of these pre-purchased memberships. ICC would process the memberships and mail member kits to each individual.
Refunds would not be offered for unused memberships.
The individual would be responsible for any purchases billed to his/her member account.
This offer is for existing ICC state and regional chapters only. This program is not designed for forming chapters attempting to purchase enough memberships to charter as an ICC chapter.
No free code books are offered with these memberships. The benefits of these memberships are: free code opinions, a subscription to Building Safety Journal, member discounts on ICC products, services, and meeting registration, voting rights in code development floor motions, (excludes final action votes, as described in the ICC bylaws), and any other benefits that are offered to existing individual members such as associate members. Any additional benefits that would be offered to similar membership categories in the future would also be offered to this membership category.
